Who can apply?
Staff member’s dependants should apply for B2 visas at the Israeli MoI or through the office for the Coordination for Government Activities in the Territories (CoGAT)or the Palestinian National Authority (PNA) Ministry of Civil Affairs (MoCA), according to the case.
SStaff members working only in the West Bank and/or Gaza and not working the minimum of 15 hours per week in Israel/Jerusalem, should apply for a B2 visa through the office for the Coordination for Government Activities in the Territories (CoGAT) or through the PNA Ministry of Civil Affairs in Ramallah.

If the staff member is applying for a B1 visa at the Israeli MoI, his/her dependants should apply for their respective B2 visas at the Israeli MoI as well.
Note: You can take one appointment at the MoI for all the members of your family at the same time (including your own appointment for applying for a B1 visa).

Completed application form.

Two recent passport pictures.
Photocopy of the first page of your passport.
Letter from the employer INGO stating the
staff member job title and job description.
Fee: 340 NIS (this amount may change, so
please bring some extra money).
If you are based in the occupied Palestinian territories (oPt), you have two options:
your B2 visa through CoGAT:
CoGAT in Tel Aviv

Send the request via email to CoGAT in Tel Aviv. Your request should be basically an explicative e-mail including your name, passport number and date of arrival in Israel, explaining that you want a B2 multiple entry visa and describing your position and the work you will be doing in the oPt including timeframes and mentioning that you will be coming to Israel to spend some weekends and for transit purposes. Attach a photocopy of your passport.
Then CoGAT will contact you and inform you about the approval of your application or not.
Once approved, CoGAT will call you and give you the contact person number in the PNA MoI (Mr. Mahmoud AL-Lozi - Tel: 022425883 - Cell: 0599997322).
Go the PNA Ministry of Interior in Ramallah, Mahmoud will explain you everything and will walk you through the procedure (is advisable to go with an Arabic speaker).
You should bring your passport, 4 pictures, work contract/INGO support letter and money to pay the fee to the PNA (260 NIS for multiple entry visa/175 NIS for single entry visa). There is also another fee to be paid to the Israeli authorities at the Israeli post office or the Cairo-Amman Bank (240 NIS for multiple entry visa/120 NIS for single entry visa).
After paying the fees and leaving the passport to Mahmoud you will get a receipt and after 3 working days you can pick your visa by paying another 120 NIS to get a stamp.

Go to the PA General Authority of Civil Affairs

of the passport, including a photocopy of the page with the stamp of the last
entry to Israel.

After leaving the documents, you wait for Mr. Taha to call you back and inform you that the procedure has been approved by CoGAT.
After getting the approval from Mr. Taha, you wait for 2 working days and then you go to the PNA MoI – Service Office. Please ask Mr. Taha for detailed directions and instructions on how to get to the MoI Service Office.

Is recommendable to come to Mr. Taha and Mr. Mahmoud with a list of names and do the procedure for all the applicants at the same time.
